Is Uttara Khandha originally composed by Valmiki Rishi or added later?

Yes it was written by Valmiki.

The proof is, he himself mentioned in the beginning slokas that Ramayana contains 6 Kandas and 1 Uttara Kanda.

By the time Valmiki starts to compose, the 6 Kandas story is finished.

That's why the name Uttara Kanda (happened after)

Remember that he said that he will write 24000 slokas ,a Gayatri beej akshara for every 1000 slokas. We get 24000 slokas by including Uttara kanda.
